Process Server Institute invites process servers, owners of attorney service agencies, private investigators, attorneys, and staff to a PSI Dinner and Presentation about changes affecting process servers in 2024. The handout at the dinner provides updates to the RPS Guides and may be purchased separately.

- Electronic service of notices to opposing counsel (no opt-in required) (2023)
- Increased limited jurisdiction
- Increased small claims jurisdiction
- Increased homestead exemption amount
- Expands new time requirements for service of OEX/ORAP, and inclusion of additional documents, and adds an additional procedure for the debtor to object to levy of “consumer debt.”
- Procedure for objection to the renewal of judgment claiming “personal debt.”
- Limits renewal of judgment to one with no additional renewals and reduces the renewal period to 5 years (2023)
- California court may now recognize tribal court judgments
- Increases sanction for non-compliance with discovery, including deposition subpoenas for production of records
- Authorization to implement electronic notarizations by 1/1/2030
- Sheriffs barred from reviewing the substance of a summons, order, or notice (2023)
- Sheriffs must now accept file openings via email, fax, or in-person
- New mandatory Sheriff Instruction Letter forms for service and an additional form for attachments and levies
- Increases sheriff fees for service
- Claim of trespass may now be submitted electronically and expands claim to 1 year
- The peace officer must state the reason for the stop and not first ask, “Do you know why I pulled you over?”
- New York Affidavits no longer require notarizations, and declarations may be made under penalty of perjury
- Order Granting Alternative Service for Restraining Orders

Good evening. When will you guys be holding your next basic Process Server course (or do you offer those courses)? Do you guys cover e-filing? Thank you in advance for your time.
